Justice Department Shuts Down Massive Global Child Exploitation Network in Operation Grayskull
The U.S. Department of Justice (DOJ), in partnership with the FBI and international law enforcement agencies, has concluded a landmark investigation known as Operation Grayskull, dismantling four of the most disturbing dark web platforms dedicated to child sexual abuse material (CSAM). The operation marks a major victory in the global fight against online child exploitation.
To date, 18 individuals have been convicted in various federal courts across the United States. Those convicted received lengthy prison sentences, with additional penalties including supervised release and monetary restitution for victims. Officials have called it one of the largest and most effective coordinated efforts ever undertaken against digital child exploitation networks.
Long Sentences for Key Offenders
Among the most severe sentences was that of 52-year-old Thomas Peter Katsampes from Eagan, Minnesota. On charges of conspiracy to advertise and distribute child pornography, Katsampes was sentenced to more than 20 years in federal prison—specifically, 250 months—followed by a lifetime of supervised release. He was also ordered to pay $23,000 in restitution to victims.
Court documents reveal Katsampes joined one of the takedown-targeted websites in 2022. He was an active participant in the distribution of CSAM, including graphic content involving very young children. He later rose to a moderator position, where he enforced internal site rules and advised users on how to share illegal content while avoiding detection.
“These offenders thought they could hide behind digital walls,” said Acting Assistant Attorney General Matthew R. Galeotti. “They were wrong. Our teams exposed their crimes, dismantled their platforms, and delivered justice to countless victims.”
FBI: No One Is Truly Anonymous
FBI Director Kash Patel described Operation Grayskull as a turning point in cybercrime enforcement related to child exploitation. “This is one of the most decisive strikes ever made against online abuse networks. The anonymity of the dark web will not shield predators from justice.”
The dismantled websites, officials said, were among the most extreme ever discovered. They included categories specifically designed for content involving infants and toddlers, often depicting acts of sadism and severe abuse. Instructions for evading law enforcement, including advanced encryption tools and anonymization software, were also shared among users.
According to the FBI, these platforms drew over 120,000 registered users and saw upwards of 100,000 daily visits. Administrators operated the sites with a clear hierarchy, appointing moderators, hosting virtual staff meetings, and managing the distribution of illegal material.
“These were not just disorganized forums,” said one FBI official. “These were highly structured criminal organizations disguised as anonymous communities.”
Multi-Jurisdictional Prosecutions
In addition to Katsampes, eight defendants were convicted and sentenced in the Southern District of Florida for their roles in operating one of the largest dark web CSAM sites:
Selwyn David Rosenstein (Boynton Beach, FL) – 28 years
Matthew Branden Garrell (Raleigh, NC) – 20 years, 10 months
Robert Preston Boyles (Clarksville, TN) – 23 years, 4 months
Gregory Malcolm Good (Silver Springs, NV) – 25 years, 10 months
William Michael Spearman (Madison, AL) – Life in prison
Joseph Addison Martin (Tahuya, WA) – 42 years
Joseph Robert Stewart (Milton, WA) – 23 years, 9 months
Keith David McIntosh (Grand Rapids, MI) – 55 years
Others received sentences ranging from nearly six to fourteen years. Two suspects died before they could be formally charged.
International law enforcement cooperation played a key role in the operation’s success. Arrests and digital evidence seizures were executed in the United Kingdom, Netherlands, Germany, Italy, Estonia, Belgium, and South Africa. Authorities are continuing to identify and assist victims whose images were found during the investigation.
Operation Grayskull: A Global Coalition
Operation Grayskull was led by the DOJ’s Child Exploitation and Obscenity Section (CEOS) and the FBI’s Child Exploitation Operational Unit. Several U.S. Attorney’s Offices contributed to the prosecutions, working in conjunction with foreign law enforcement agencies. The effort is part of Project Safe Childhood, a DOJ initiative launched in 2006 to identify and combat the sexual exploitation of children via the internet.
“This case demonstrates the unrelenting commitment of the Justice Department to protect our most vulnerable population,” said U.S. Attorney Hayden P. O’Byrne of the Southern District of Florida. “We will pursue those who commit these crimes, no matter where they try to hide, and ensure that they face the full weight of justice.”
The DOJ emphasized that the battle against online child exploitation is ongoing, and urged members of the public to report suspicious activity. Tips can be submitted through the National Center for Missing & Exploited Children (NCMEC) or directly to the FBI.
As Operation Grayskull comes to a close, law enforcement agencies across the globe are hailing it as a decisive strike against the darkest corners of the internet—and a vital step forward in the protection of children worldwide.
